NAVSEA has awarded RTD an Indefinite Delivery, Indefinite Quantity (IDIQ) contract for a wide range of engineering, technical, and programmatic services and solutions for the Virtual SYSCOM (NAVSEA, NAVAIR, NAVSUP, SPAWAR, Strategic Systems Program (SSP), NAVFAC) as well as Commander, Naval Installations (CNI) and the US Marine Corps. SeaPort-e furthers the Navy’s Seapower 21 objective to increase efficiency, and allows for tailoring services according to the needs of geographically-dispersed organizations with significantly diverse product area requirements and missions. NSWC Dahlgren is the Seaport-e Contracting Office, however, each activity will release their own RFPs.   • breadth and depth of knowledge applicable to all aspects of SeaPort-e;
  • highly qualified engineers, scientists, analysts, and managers familiar with SeaPort-e technical areas; and
  • an environment free of any conflict of interest.

Team member selection was based RTD’s desire to set a high standard in assembling resources that reflect extensive technical and programmatic background, earned reputation, and the capability to complement the technical talent in place at RTD. The RTD Team members have worked directly on a large number of current national programs for a diverse group of government agencies and prime contractors and bring that knowledge to SeaPort-e. Our team’s combined capabilities span seven zones (1, 2,3,4,5, 6, and 7) and  15 of the 22 functional areas.   • Ares Solutions, Inc. (ARES) (Fredericksburg, VA) is a multiple-award winning, Virginia-based small business.   • Carl Amber Brian Isaiah and Associates (CBAIA) (Fredericksburg, VA) is an SDVOSB, Minority Owned Company Established to provide Life Cycle Logistics management, Program Management and Information Technology support and consultation. While many of the CBAI professionals have logistics backgrounds, our company prides itself on the different diversities with regard to military experience such as training, translation services, supply, maintenance, administrative, program management, configuration management, acquisition logistics, and manpower, personnel training analysis support.

  • Get-It-Done Solutions, LLC (GID) (Fredericksburg, VA) was founded in 2011 to bring experienced solution managers from the Department of Defense and civilian sector to the complex challenges facing government and industry. GID Solutions’ leadership has over 100 years of combined active duty service in the Marine Corps, and 50 years of Total Life Cycle Systems Management within the Department of Defense. The leadership team also possesses 20 years in process improvement methodologies, and 15 years’ experience in Department of Homeland Security and large scale information technology.   • Nevada Automotive Test Center (NATC) (Carson City, NV) is an independent test and evaluation, research and development facility located 30 miles east of Carson City, Nevada. Although primarily dedicated to ground vehicle systems, NATC conducts vehicle component evaluations and certifications, and weapons systems and ammunition tests. Throughout the years, NATC has contributed to the development of US Marine Corps wheeled and tracked vehicle systems.

    Our dedicated winter test facility near West Yellowstone, Montana provides seasonal severe low temperature, snow and ice environments for vehicle and component evaluations. NATC’s dedicated fabrication facility in Carson City, Nevada (NFAST) is equipped and staffed to provide complete prototype fabrication and modification for all types of ground vehicle systems. Our Westrack facility provides an evaluation area for Intelligent Vehicle Systems and full support for driverless vehicle technology. Standard engineering and testing services include translation of customer needs into specific performance requirements, followed by development of the test criteria and scheduling of associated test courses, facilities, ranges, and instrumentation to best satisfy these requirements. NATC provides support during the development of requirements and standards to verify performance, and the bulk of testing at NATC is on prototype and developmental equipment.

  • Patricio Enterprises, Inc. (PE) (Stafford, VA) brings broad and deep qualifications in Defense Systems Acquisition Total Life Cycle Systems Management.   • SURVICE Engineering Company (SURVICE) (Belcamp, MD) is a small business of approximately 400 employees providing the U.S. Department of Defense (DoD) and related customers with high-quality analytical products and services since 1981. SURVICE specializes in providing support for the design, development, testing, evaluation, and fielding of combat systems that are safe, survivable, and effective. Their experience includes system safety and survivability analyses and testing, weapon system effectiveness analysis and testing, and computer model and simulation development and support. SURVICE and the Navy have had a long-standing working relationship. SURVICE has held either a prime contract or have been a key subcontractor to NAVAIR at Warminster, PA; Patuxent River, MD; and China Lake, CA; for 20 years and, during that period, have provided support either directly or indirectly to the Naval Surface Warfare Centers (NSWC) at Dahlgren and Carderock. In addition, SURVICE has supported the U.S. Marine Corps (USMC) for the past 15 years, primarily with developments related to the services multiple ground vehicle programs. While SURVICE supports many U.S. Navy organizations, SURVICE has a particularly strong corporate background supporting the naval aviation community.

Quality Assurance

RTD has made quality management and continuous improvement programs a part of our corporate strategy since its inception. RTD’s SeaPort-e PM will provide direct, single-face-to-the-customer support for overall program issues. RTD will assign individual Task Order Leads for each SeaPort-e TO. Task Leads are selected on the basis of their technical expertise and project management experience/training. Team RTD’s Quality Control Plan (QCP) is designed to provide an effective surveillance and review method to monitor our performance relative to the performance standards of the contract. Development and delivery of high-quality products is a process that starts from the contract inception and continues through product delivery. Our commitment to quality control is demonstrated in the many techniques and resources that are described in this proposal. These include, but are not limited to, the following:

    • Training
    • Weekly project team meetings
    • Weekly PM meetings with senior RTD Team leadership
    • Defined lines of communication between Team RTD and Government stakeholders
    • In Process Reviews
    • Team RTD’s accounting and project management system
    • Standard Operating Procedures (SOPs), which include checklists for guiding project team performance

All of these techniques and resources merge to form a comprehensive set of project management processes that virtually ensure the delivery of top quality services and deliverables on time and within established budgets. The continuous feedback loop ensures we capture lessons learned.
