RTD offers the following Position Descriptions that represent positions we generally hire for. We will advertise when positions are available.

  • Test Manager– Confirms System Effectiveness, Suitability and Survivability by designing, conducting, and evaluating tests.
    • Develops product test plans by evaluating weapon system design specifications and component test requirements; approving and designing testing systems and methods; developing test budgets.
    • Supports customer program objectives by scheduling, coordinating, conducting, and evaluating tests.
    • Develops System Evaluation Reports by collecting, analyzing, and summarizing test data and trends.
    • Accomplishes engineering and organization mission by completing related results as needed.
  • Environmental, Safety, & Occupational Health (ESOH) Analyst – provides system safety and environmental expertise to various Navy and Marine Corps Program Managers.
    • Support various program offices in the design and execution of highly effective ESOH programs.
    • Perform a range of hardware/software safety analyses and environmental assessments.
    • Develop safety documentation and presentation materials for safety review board meetings.
    • Conduct safety evaluations/investigations.
    • Review and provide ESOH comments relative to adequacy of various program documents such as the System Safety Program Plan, Preliminary Hazards Analysis, System Hazards Analysis, and Programmatic ESOH Evaluation (PESHE).
    • Establish or maintain databases as needed for hazard tracking status.
    • Support and/or conduct test activities, design reviews, and safety assessments of hardware/software trouble reports.
    • Prepare and deliver MIL-STD-882 safety analyses, comprehensive technical data packages and supporting presentations for review by senior level safety review boards.
    • Maintain program schedules and timelines. Interact with customers, senior leadership, and Project Leads to prioritize and accomplish multiple tasks. Perform all other position related duties as assigned or requested.
  • ORSA/Operations Analyst– Supports the development and execution of test plans. The analyst is primarily responsible for requirements analysis (test parameter identification), developing measures of effectiveness for test parameters, risk assessment, and finally, statistical analysis of collected data. The analyst will be responsible for the development of the data collection plan, data collection activities at the test site, and final reporting.
    • Statistical analysis.
    • Design of experiments.
    • Reliability, Availability and Maintainability (RAM) analysis.
    • Familiarity with the DoD acquisition process.
    • Microsoft Access and relational database design.
    • Visual CE and/or Visual Basic programming.
    • Modeling & Simulation.
  • Cost Analyst– Conducts cost benefit analysis. Drafts, reviews and submits CARDS. Collects data and calculates cost per unit. Leverages methods for allocating complex process costs to products and services. Uses cost estimating tools such as SEER, ACE-IT, LRFS CET or their methodologies. Matches costs and resources to outputs (to include quality or performance metrics).
    • Analyzes data to identify potential areas for efficiencies.
    • Performs common cost estimating activities.
    • Uses Life Cycle Cost Estimating, Cost Benefit Analysis, Cost Effectiveness Analysis and Business Case Analysis practices.
    • Stays current on advances in technology and incorporates new technologies into procedures.
    • Prepares analytical reports, presentations and correspondence.
    • Additional projects and duties as assigned.
  • Program Analyst– Provides detailed analysis and development of programmatic information, documents and strategy in areas relevant to the project.   Uses knowledge of acquisition policies, regulations, plans, methods, procedures in development of programmatic documentation. Determines program objectives and requirements and develops standards and guides. Makes strategy recommendations and resolves complex problems. Assists in the successful completion of major programs.
    • Development and production of acquisition documentation.
    • Additional projects and duties as assigned.
  • Project Manager– provides program administration, communications, planning, execution, monitoring and controlling of assigned contracts with overall responsibilities for customer satisfaction and revenue targets.
    • Develops project plans aligned to customer requirements.
    • Manages quality and ensures customer satisfaction.
    • Assesses team composition for optimal mix of technical capabilities and affordability.
    • Implements plans to ensure customer requirements are achieved.
    • Assigns authority and responsibilities to employees to execute the plan.
    • Reviews plan execution, makes appropriate adjustments, and resolves issues.
    • Monitors appropriate metrics to ensure performance to plan.
    • Maintains customer contact, market contact, and situational awareness.
    • Coordinates interface with teammates.
  • Logistics Analyst– Provide Acquisition Logistics assistance in the areas of: Integrated Logistics Assessments (ILAs); Maintenance Planning; Supply Support; Technical Data; Facilities; Configuration Management (CM); Reliability, Maintainability, Supportability; Technical Reviews; Requirements Management; and Risk Management.
    • Provide general and specific program input in implementing technical policies, Milestone Decision points and ILAs.
    • Assist with Acquisition Logistics documentation reviews and tracking.
    • Assist with logistics taskers support (review of command policies, handbooks, guidebooks, etc.).
    • Assist in establishing common logistics business processes and procedures.
  • Systems Engineer– Provide systems engineering services and expertise.
    • Identify, analyze, and define customer needs and translate them into functional and technical requirements.
    • Generate detailed requirements specification documents.
    • Identify and define data interfaces.
    • Systems architecture development.
    • Systems analysis and design.
    • Data architecture analysis.
    • Assess system designs to validate them against requirements.
    • Test systems to ensure requirements are met.
    • Identify risks and develop mitigation strategies.
    • Document potential impacts on systems.
    • Analyze proposed solutions and document the results in a project assessment or integration plan.
    • Conduct and participate in peer reviews.
    • Develop project schedules and participate in milestone reviews.
    • Ability to produce project deliverables and present to senior level leadership.
    • Analyze and study complex system and operational requirements.
    • Perform analysis on new and emerging technologies.
    • Prepare required documentation, including both program-level and user-level documentation.
    • Perform configuration management of system attributes and technical baselines.
  • Engineering Technician (Data Collector)– See job description in SCA Directory of Occupations.  Additional responsibilities are depicted below.
    • Supports acceptance test and evaluation functions, including test execution, data collection, analysis and reporting; data management; test article engineer, development and maintenance; and logistics support.
    • Follows and applies concepts, processes, practices, and procedures on technical assignments.
    • Responsible for utilizing structured complex data collection methods to record reliability, availability, and maintainability, logistics supportability, and performance data during testing of highly complex military/non-military materiel.
    • Applies a knowledge of the operating characteristics of equipment and of maintenance procedures to report critical test data used in the evaluations of such materiel.
    • Provides technical guidance, assistance, on-the-job-training and will closely monitor the work of the lower-graded employees working on respective projects.
    • Generally performs work under supervision of more experienced personnel as part of a team but may also perform tasks independently following established work processes.
  • Technical Writer– Assists in developing, writing, and editing material for reports, manuals, briefs, proposals, instruction books, catalogs, and related technical and administrative publications concerned with work methods and procedures, and installation, operation, and maintenance of machinery and other equipment.
    • Organizes material and completes writing assignments according to set standards regarding order, clarity, conciseness, style, and terminology.
    • Reviews published materials and recommends revisions or changes in scope, format, content, and methods of reproduction and binding.
    • Maintains records and files of work and revisions.
    • Selects photographs, drawings, sketches, diagrams, and charts to illustrate material.
    • Assists in laying out material for publication.
    • Arranges for typing, duplication and distribution of material.
    • Writes speeches, articles, and public or employee relations releases.
    • Edits, standardizes, or make changes to material prepared by other writers or plant personnel.
  • Contract Specialist– Support the implementation of contractual actions to satisfy contract requirements by developing supporting procurement documentation such as Service Contract Approvals, Performance Work Statements, Statements of Work, Statements of Objectives, Justification and Approval Documents, and Quality Assurance Surveillance Plans.  It also supports contract administration by maintaining appropriate contract files and processing invoices and it contributes to contract management through analysis of monthly contract data as submitted by the contractors.  The position requires an in-depth understanding of contract types and existing contracts (e.g., GSA schedule contracts), contracting laws, Federal Acquisition Regulations and its Agency Supplements, policies and principles including techniques of contracting methods and operations.
    • A minimum of five (5) years of related experience in developing supporting procurement documentation.
    • DAU Certification in Contracting desired.
